A.  The Guadalquivir River is full of garbage from a variety of sources.

B.  We can have the most effect if we address the Industrial waste.

  1. Pass an ordinance controlling outflow from factories upstream  
      
  2. Post signs on public land near the river identifying major polluters & responsible factories
      
  3. Institute fines for factories that defy the ordinance  
     

C.  This will solve the problem by

  1. Reducing the amount of waste in the river  
     
  2. Making it economically and politically unremunerative for hardened polluters to continue their activities
      

D.  Potential Objections

  1. Proposal will be too expensive for the industries  
     
  2. Politicians will be unwilling to publicly shame their campaign donors

  6. Why this solution will work where previous solutions did not

E.  The Benefits  
   

  1. Cleaning up the river will result in a higher fish population = more food
  2. Cleaner water for drinking and bathing
  3. Healthier wetlands = better flood protection
  4. More wildlife = more tourism
