Summary

The Guadalquivir River is choked with garbage from industry, agriculture, and recreation.  Because recreational pollution is difficult to control, involving the individual decisions of countless private individuals, and agricultural pollution is a small part of the problem, the most feasible way to reduce garbage in the river is to change industrial practices.  We propose a carrot-and-stick approach.  We will pass and ordinance that will require factories north of the city to stop the dumping of liquid and solid waste into the river completely. Those who comply will be credited on public signs posted in parks by the river; those who do not comply will be fined and exposed in public signs by the river.  We hope that the combination of incentives and disincentives will end industrial pollution entirely.  As a result, city residents will be able to use the river for food, water, and recreation, and the city will attract more tourism.
